The Los Angeles Bicycle Advisory Committee (LABAC) advises Los Angeles City Council on bicycle matters. The committee has nineteen members, and support staff from LADOT. In 2007 and 2008 the committee was criticized frequently by activists, most notably Stephen Box, a former member of the committee. The committee is subject to the provisions of the Brown Act.

History

Structure

The committee meets bi-monthly, and consists of nineteen appointed members. Each council person appoints one member, accounting for fifteen members, and the mayor appoints four members. The mayor designates one of his appointees as the committee chair. The committee also typically has one or two LADOT staff as assistants, but has no budget. The chair of the committee receives a per diem for attendance.

Criticism

The committee has been publicly and privately criticized a lot in the last two years. Enci Box kept attendance records in 2007 and noted that the attendance rate was a 64.9%. Stephen Box has stridently criticized the committee for a variety of reasons, particularly for Brown Act violations and not taking acting more often.
