I just use this page to remind that Caltrans does have an important Role in Bicycle Planning, and as a beginning of a fuller treatment I refer to this 2006 Letter in which Caltrans District Director concurs with the Duncan Lemmon, President of Velo Club LaGrange about the usefulness of a full time Bicycle Coordinator. Caltrans also has Bicycle Advisory Committees (BAC) in each(?) District.
